NAEHCY’s partnerships play a critical role in advancing our mission to ensure that every child and youth experiencing homelessness has full access to a high-quality education and the support they need to thrive.
Federal Partners
U.S. Department of Education (ED)
NAEHCY is proud to partner with the U.S. Department of Education, which plays a central role in advancing educational access and protections for students experiencing homelessness through the implementation of the McKinney-Vento Homeless Assistance Act which authorizes the Education for Homeless Children and Youths (EHCY) Program, as well as educational guidance on behalf of youth experiencing foster care. The Department provides national leadership, policy guidance, and funding to states and school districts to ensure that children and youth experiencing homelessness are identified, enrolled, and fully supported in school. Through this partnership, NAEHCY works collaboratively with ED’s Office for Elementary and Secondary Education (OESE) to inform the field, promote policy alignment, and advocate for effective implementation of federal mandates that protect the educational rights of vulnerable students.
National Center for Homeless Education (NCHE)
The National Center for Homeless Education (NCHE) serves as the U.S. Department of Education’s technical assistance and information center for the federal Education for Homeless Children and Youth (EHCY) program. NCHE supports state coordinators, local liaisons, and other stakeholders by providing training, resources, and direct technical assistance to improve educational outcomes for students experiencing homelessness. NAEHCY’s partnership with NCHE strengthens the national infrastructure for support by aligning advocacy with evidence-based practices, supporting local implementation of McKinney-Vento provisions, and amplifying the voices of practitioners and students on the ground.
United States Interagency Council on Homelessness (USICH)
The United States Interagency Council on Homelessness helps the federal government and communities use federal resources addressing homelessness in the most efficient and effective ways. The USICH Council is comprised of 19 federal agencies who gather quarterly to coordinate the federal response to homelessness. Between Council meetings, USICH convenes interagency working groups focused on key issues and activities.

Covenant House International
Covenant House International is the largest, primarily privately funded charity in North and Central America providing immediate and long-term support for young people facing homelessness and survivors of trafficking. They provide housing and support services to youth facing homelessness, and are open 24/7 in cities across North and Central America.
National Homelessness Law Center
The National Homelessness Law Center is a team of attorneys and advocates dedicated to using the power of the law to prevent and solve homelessness and to protecting the rights of people experiencing homelessness. They work to solve homelessness through policy advocacy, public education, impact litigation, and advocacy training and support.
National Network for Youth
The National Network for Youth works in communities with youth who have experienced homelessness, service providers, and systems to help accelerate the progress in ending homelessness and human trafficking among young people.
