Federal funding plays a pivotal role in supporting students experiencing homelessness. Yet many programs miss key opportunities to leverage the full range of available resources.

“Serving Students Experiencing Homelessness through At-Risk Programs”

This session will explore the untapped potential of Title I, Part D, Subpart 2—funding specifically designed to support at-risk youth, including those impacted by homelessness.

Participants will learn how these funds can be strategically applied to support students facing barriers such as:

  • Academic failure
  • Involvement in the juvenile justice or child welfare systems
  • Substance use
  • Early parenting
  • Chronic absenteeism
  • Gang involvement
  • Performing below grade level
  • Re-engagement after dropping out

Despite its wide-reaching benefits, Title I, Part D is often underutilized. This session will highlight actionable strategies for effectively accessing and implementing this funding to create meaningful, high-impact programming. There is significant overlap between youth experiencing homelessness and those served through at-risk programming. For example, according to Voices of Youth Count, 46% of youth who experienced homelessness had also been in a juvenile detention facility, jail, or prison. Data from the Administration for Children and Families further show strong crossover with youth in foster care.

This webinar will be co-presented by experts from the U.S. Department of Education and the National Training and Technical Assistance Center for the Education of Neglected, Delinquent, or At-Risk Children and Youth (NDTAC).

Co-presenters include:

Heather Denny (U.S. Department of Education) – 2019 NAEHCY State Coordinator of the Year; former Montana State Coordinator for Homeless Education (10 years), including six years as Title I, Part D Coordinator; and former district homeless liaison.

Dan Froemel (NDTAC) – Former Title I, Part D Coordinator for Tennessee and former facility administrator.

Both presenters are former classroom teachers and certified educators and administrators who have served at the school, district, and state levels before moving into federal-level leadership. They bring deep, field-based expertise and practical insight to this conversation.
